The Shared Technologies error is an old story that has affected various versions of Premiere Elements on various computer operating systems. There are many homemade remedies for the solution. I had not seen before the Adobe document that Anupriya Khare has pointed to.
I understand that Rajashree is Adobe Staff, but Adobe Chat typically does not offer support for a non current version. And, even that is limited. It typically points the person to Ask the Community (which is us, user to user).
What has worked for me and others consistently in the past few years to get beyond the Shared Technologies error is the renaming of the OOBE Folder.
Assuming that your Premiere Elements 10 is on Windows 7, 8, or 8.1 64 bit computer...
Local Disk C
Program Files (x86)
and in the Adobe Folder is the OOBE Folder that you rename specifically to OLDOOBE.
Another matter, I am not sure if we have been down this road before, but, what video card/graphics card does your computer use? There is a serious known display + issue with Premiere Elements 10 run on a computer that uses a NVIDIA GeForce video card/graphics card.
Please review and consider and then let us know the outcome.
