Please try the steps below:
1) Uninstall the Adobe CC desktop app (https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html)
2) Reboot the machine.
3) Install the latest version of Adobe creative cloud from the link: Creative Cloud Help | Creative Cloud for desktop
i did what you suggested, but to no result. The firtst time after reboot it worked but after the second(an following) restarts it does not start up again
that was not helpful, as the thread was specifically for mac and no solution for windows users was given. And the problem there was much more severe. Like i said before everything works but i have to manually start up the CC Desktop application everytime the computer starts up.
I found a solution in another thread. I renamed the OOBE map in C:\Program Files (x86)\Common Files\Adobe (into OOBE_old) and deleted the CC desktop app and then reinstalled it. Now it seems to work again. i will see if this keeps working.

Unfortunately this did not help either . What I have done next, I have unchecked the box launch at startup and put a shortcut in the Windows startup folder. Since then,(3 days ago) it continues to work. Let's hope it stays that way.
