I am a beginner with After and I am working on an animation that will be mostly viewed on phones and tablets, its size will be 320x480 pixels. I plan to get my footages from Shutterstock and I'm wondering whether I should get the SD or the Web files. Should I choose the file according to its size in pixels (as sometimes the web files are smaller than 320x480) ? Can I mix SD and Web?

Nobody would work this way. You buy the assets at the maximum best quality and then scale it down. Even most cheap smartphones can play HD video just fine, so I'm not even sure why you would limit your resolution that dramatically.
Yeah, modern phones and tablets are HD or better resolution now. You really need to consider working at a higher resolution.
I was thinking of getting the web quality as it is cheaper but it's risky for the quality so I'll stick to HD.
