Ordinary Acrobat security can mark a file "do not print" though you will get a warning and should believe it: some apps WILL ignore this and print the file anyway.
Ordinary Acrobat security cannot give individual users access, but you could set a password. If the file is used inside a company, you should talk to your administrators about setting security on the FILE and folder it is in, so only certain users can open it.
Otherwise, DRM is an enterprise level, massive approach to document security. It's the sort of big project that would need board level approval, because it would be part of an overall document solution, not just your one problem.
