You can create a custom stroke style (type stripe) and set the relative weights of the strokes and gaps to anything you like.
In case you don't know where that is: Stroke panel menu > Stroke Styles.
It seems like you have to adjust the little image. I tried 10% black stroke on the top and bottom and white in the middle. How do I get the stroke to be 2pts and the space about 18pts? Looks like you can't set the stroke size exactly. Is that correct?

Make the stroke 22 pts and apply your newly created stroke style
The stroke style panel deals in percentages of the total stroke weight (which is a variable amount you set when you create the stroke), and isn't very friendly for entering decimals. As your stroke weight gets heavier, the solid bars and gap width will get wider in proportion. It will be impossible to get an exact 2/18/2 stripe since the percentages are repeating decimals, but you can come pretty close with your 10/80/10 setup and a stroke weight of 22 pts.

You could get closer than 10|80|10.
0 start and 9.091 width for the inside, and 90.909 start and width 9.091 for the outside is close as you can get. That gives you an inside and outside stroke of 2.00002 pts.
You can enter thousandths so to get the stroke percentage it would be (2/22)*100, which rounded is 9.091
