I should mention that I made a simple error when entering the codes initially but then entered them correctly later and in each reinstallation.

In all you have done, after an uninstall, free ccleaner run through, reinstall of 13 with antivirus and firewalls disabled, have you updated 13 to 13.1 using an opened project's Help Menu/Updates?
Adobe Akami NetSession Interface is particular prone to firewall issues. Have you been doing the downloading and installing with antivirus and firewalls disabled?

and, in the core Folder, find and double click the PDapp.exe file. That is the Adobe Application File. Does that open to updates that are on hold to update? Do the suggested updates and determine if that action has any affect on your issue.
Depending on how matters are progressing, please look at creating a new user account with administrative privileges and install and try to run Premiere Elements there.. You should also consider getting a new set of installation files from the following web site
insert your purchased serial number during installation.
