Are you using a Windows or a MacIntosh computer? Both include an uninstall program for removing it from your computer.
Since the Windows computer offers uninstall of Premiere Elements and Photoshop Elements (any version) using the Control Panel/Programs/Uninstall Program and you say that you cannot uninstall these programs, I am wondering if your question has lost something in the translation.
There is a difference between Deactivate a program and uninstall. I am wondering if you are returning these programs to Adobe and are being asked to Deactivate the program before uninstall. If that is the case, then you Deactivate the program by going to an opened 13 project's Help Menu/ and click on Sign Out. Then you go to Control Panel for the Uninstall. Does any of that apply to your situation?
If not, and you have programs that will not uninstall the normal Control Panel way, there are numerous program that can be used to force the uninstall. I offer for informational purposes (non promotional reasons) the program named
Either way, be sure to Deactivate the programs before Uninstall.
