when i try to open the software i get an error.
i tried uninstall and re install etc, still same problem.

What computer operating system is involved? Has the program been working and suddenly failed as you described?
Let us go through the usual drill...
1. Does the problem exist with and without the antivirus and firewalls disabled? Does your computer have any extra security features? Are you working from a school system or company network?
2. Do you have the latest version of QuickTime installed on your computer along with Premiere Elements 12? Are you running the programs as administrator?
3. Is your video card/graphics card driver version up to date according to the web site of the manufacturer of the card?
Assuming a Windows 7, 8, or 8.1 64 bit install...

and, in the Adobe Premiere Elements 12 Folder, find the file specially named Adobe Premiere Elements.exe. Right click that file, select and apply run as administrator. Then double click the file and determine if the program opens to its workspaces.
Since you show stop at "ImporterQuickTIme.prm"....lots of problems focusing on this. No one fix that I have found. Focus on the QuickTime install and video card/graphics card driver version first.
In your uninstall/reinstall troubleshooting, did you use a computer cleaner/optimizer in between the uninstall and reinstall? And, did you do all this with antivirus and firewalls disabled.
Let us start here and then decide what next.
