It seems to be some issue with the Outlook email account in Adobe Reader.
Have you tried deleting & adding the outlook account again in Adobe Reader?
Open Adobe Reader, navigate to Edit menu -> Email Account -> Remove & add outlook email account again.

Any idea when this will be fixed? It's been listed under the ADOBE DC known issues for over 3 years and still there is not a single fix.
- Problem: Not able to use Outlook's other windows while outlook Draft message window is active (launched through Send File as attachment).
Because of this bug I also can't drag and drop the attachment to another email because the draft window is the only one that will stay on top!
This has completely killed the work flow for my accounting department and I since this bug has come about.
