I want to know if adobe premiere elements has the things that I needed.
1 – Does it have the possibility to add narration in the time I am watching the video?
2 – Does it has a good option to reduce the noise from the narration that I am recording?

3 – are they tutorials that are available after i Purchase? Because know I do not see something that explain this things?

You can create narration clips with the Narration Tool of the project. But, Premiere Elements has issue if used solely as narrations generator. Consequently, if you decide to open a project just to create narration (nothing on video track, numbered audio track, or soundtrack), you are going to have only a 30 seconds narration clip. There has been a known problem where the addition of Narration Tool narration to an existing Timeline silences the sound for the numbered audio tracks and soundtrack.
And there may be unexplained Narration Track issues where you have to move the narration clip to a numbered audio track to get playback.
As a result of you hitting the Record button in the Narration dialog, the Timeline Indicator moves left to right from where it was placed at the start of the narration, and it stop when you hit the stop recording in the Narration Tool dialog. At stop, the narration is automatically placed in the Narration Track in relation to the Timeline Indicator placement. There is a Mic Sensitivity adjust in the Narration Tool dialog.
