If your program is Photoshop Elements, you still have not arrived in the Photoshop Elements Forum. Somehow your thread got moved to the Adobe Premiere Elements Forum. Please re-post your thread in the Adobe Photoshop Elements Forum.
For the moment, I will put on my Photoshop Elements hat to see if I can give you some input on this as you head to the Adobe Photoshop Elements Forum and its expertise.
Barring any complications, you should be able to use your purchased installation files or disc and purchased serial number and install the product on the new computer. But....details are needed to pick up on any complications in that plan.
1. What computer operating systems are involved - old versus new? Same Windows - going from Windows to Mac or vice versa?
2. What type of installations tools do you have - purchased installation files from download from Adobe or elsewhere or installation disc from purchase of box packaging of the product?
3. How many of your computers do you now have working using your installed the purchased activated serial number? Adobe allows you to have the purchased activated serial number on no more than 2 of your computer. And, you are not supposed to use them at the same time.
Please clarify wherever your thread arrives....are you asking how to install installation files that you already have along with the purchased serial number
or are you asking where to get installation files? Do you have the purchased serial number? If not, can you find it under My Products at the Adobe web site after you sign in to your account there?

I couldnt find the PS elements 12 in the adobe web,my links kept sending me to elements 13.
All my fault, i finally found the correct page and was able to download the program , i used my serial number and its working fine.
I will just use PS in my new computer, but is there a way to remove the serial number from the old one, in case i needed to re-use it for another computer in the future?

You are referring to deactivating the program. For that, go to Photoshop Elements 12 Editor Help Menu/ and click on Sign Out. That will end in the deactivation of that program from that computer. Deactivation is different than uninstall. But, it is the deactivation that is involved with your count of 2 as in Adobe allowing you to have the same purchased activated serial number on no more than 2 of your computers.
You can leave the deactivated program on your computer or uninstall it the usual way if you have no foreseeable plans for the program on that computer.
