If you create your titles in the Premiere Elements 13/13.1 project's Titler and they are on Video 2 above your video, the text titles will present with your video showing in the transparent areas of the title. Premiere Elements uses black to represent transparency. You need to make the distinction between the color black and black used for transparency. More on that another time as indicated.
Are you creating your project's titles in any other way?
Please describe how you are doing your titles now, so I can cut to a customize reply of what you should be doing.

Add On...by the way, what Windows computer operating system? And, have you updates 13 to 13.1 yet using an opened project's Help Menu/Updates? If not, please do that.

ATR, thanks for the very informative answer and links. I will try your suggestions. FYI: My custom built, 64bit, server-class PC uses Windows 7 Ultimate.
Two days ago I purchased Premiere Elements 13.0 from Adobe. I am not aware of the 13.1 upgrade.

Thanks for the replies with additional information.
You can get to the Default Text either
a. Titles & Text Tab at bottom of Expert workspace and selection of General/Default/Default Text
b. Text Menu/New Text/Default Text
Either way you are going to get to the opened Titler.
After you create your title and close the Titler and you have your title on video track 2 above your video on video track 1, you can double click the title file to reopen the Titler and do more edits to the title (if needed).
Please let me know what supplemental details that you might need as you progress.
Add On...After you are Ok that 13 is working, then you can update your 13 to 13.1 using Help Menu/Updates of an opened project.
