What computer operating system is involved?
Part of the System Requirements is latest version of QuickTime installed on your computer with Premiere Elements 11. Do you have the latest version of QuickTime installed on your computer along with Premiere Elements 11?
There may be other factors, but more than likely you situation is caused by QuickTime latest version not being installed.
Please check this out. If this is not the case, then we will need to dig into the properties of your video file with the .mov file extension.

Shouldn't the product ask you if you've installed the latest version of Quicktime if that's what's required? Seems like shoddy coding just to import the file then not play it correctly with no error messages.
Are you Conboy77 who originated this thread or just an onlooker into this thread? I am assuming that you are not Conboy77 whose follow up we are watching for to sort out factors that might be contributing to the reported problem.
Please read the product System Requirements before you purchase the product if do not already have the program and are thinking about purchasing it.
Please consider the tryout before purchase to assure the program's compatibility with your computer operating system and your project goals.
The Premiere Elements System Requirements have long included the requirement for the QuickTime install.
The more obvious consequence of not having QuickTIme installed is the absence of QuickTime presets when you go to export Publish+Share/Computer/QuickTime.
