Without seeing the image, all I can say is that "blurriness" (as I understand the word) is caused when the image is captured by your camera, and can't be fixed in Lightroom (and although I'm not a Photoshop expert, I doubt there's much you can about this problem in Photoshop either).
Can you show us the image?
If it is a Film negative, a print from a negative or a slide then you had to Scan it to get it to a digital file. The blurriness could be from many different thing. Camera shake on original film, paper print from negative (enlarger misalignment) or scanner misalignment.
Even with a sharp negative/slide/print, some blurriness (lack of sharpness) is to be expected in a scan.
How much depends on the quality of the scanner (and the scanner operator), and the degree of enlargement.
But with a sharp original, the image can be made to look better with the Detail panel in Develop.
Please post a screenshot at 1:1, and tell us the pixel dimensions of the image.
