You don't say you're trying to view your photo CD, but Windows Explorer or Mac Finder should be able to view the photos files. Most likely they're in the .jpeg format.
If you plan to use the photos in a Premiere Elements project, copy them over to your computer's Pictures folder and then use Add Media to import the files into a project.
Per my book (available on Amazon) if you're going to use your pictures in a Premiere Elements project, it's best to resize them to no larger than 2000x1500 (72 ppi) pixels in size. Otherwise the program wastes resources (and can even crash) trying to down-rez your pictures to video resolution.
Yes I’m trying to view the pictures the file format says they are PCD files, and no programme that I try seems recognise that format
You may be able to do convert the PCD to JPEG with the free IrfanView program

Thanks for your reply, an hour ago I found ‘Photofiltre’ which I have used to convert the files to jpeg. I’ve just converted 100 only another 2000+ to do!!
