They work fine on my MacBook Pro with InDesign CC 2015 and Mac OS X 10.10.4
Please be specific about what's not working for you. Have you actually looked at your Edit > Keyboard Shortcuts settings? Have you tried restoring your preferences?

I too have a MacBook Pro, and after looking at your post, I upgraded to OS X 10.10.4 Yosemite. By not working, I mean when I use those shortcuts, nothing happens. I have to go up to the menu to make the command work.
In order for the Layout Menu shortcuts to work I found that I have to add the Fn key, so instead of Shift, Command, up arrow, I need to press Shift, Fn ,Command, up arrow.
That's why I was asking which of the Layout shortcuts you were talking about.
If you're using keyboard shortcuts which require an extended keyboard (e.g., Page Up, Page Down, Home, End etc.) then you must use the "Fn" key on a Mac laptop to get those other functions because our laptops don't have those keystrokes.
