You don't say if the program used to work and suddenly stopped or if the program has never worked -- and that can make a difference. It also would help to know what operating system you're working on and when the last time was you ran Disk Cleanup and Disk Defragmenter.
Meantime, try launching the program while holding down the Ctrl+Alt+Shift keys (Cmd+Opt+Shift on a Mac) on the LEFT SIDE of your keyboard. This will clear any corruptions in the program.
If this doesn't work, go to Windows Update or the Mac App Store to ensure you have all available updates, even those that don't install automatically. Also ensure that, per the program's requirements, you have the last version of Quicktime installed.
If after that and after running Disk Cleanup and Disk Defragmenter you still are having problems launching the program -- and I assume you've tried uninstalling the program and resinstalling it -- give us more details about your computer and we'll see what we can figure out.
Okay I will try that when I get home. I have tried reinstalling it. I have windows 8.1. 8gb of ram. I5 radon R9 270 video card. 258 ssd 1 terabyt Hard drive.
250 gigs can fill up pretty quickly if you're saving a lot of video files. Make sure you've got at least 30-50 gigs free, clean and defragmented. This program leaves a pretty big footprint when it opens and, if your drive is too full or full of fragmentation, it can't grab a bunch of contiguous space, which will cause crashes when it tries to open.
tthere is about 150 free and I save the vids on the hard drive not the ssd. I stI'll have to try the things you suggested

Can you be a little more specific about what you tried and what the result was of each thing? Just saying nothing works doesn't give us much to work with.
Also, have you tried downloading the latest version of the program from the Adobe site and seeing if it behaves any better? (You can use the serial number you have for version 13 on the downloaded version.)
After I Install it. i click the shortcut, and it opens a window, then it says it stops working, and that all that happens

Without knowing more about what's going on with your system, I can't help you. If your computer is tuned and up to date, this program should open right up.

The usual drill questions
1. Does the problem occur with and without the antivirus and firewalls disabled?
2. Do you have the latest version of QuickTime installed on your computer along with Premiere Elements 13, and are you running the programs as administrator.
3. Did you ever get a chance to update 13 to 13.1 using an opened project's Help Menu/Updates? If yes, then the 13.1 Update may be at the core of the issue.
4. Is your video card/graphics card driver version up to date according to the web site of the manufacturer of the card or the manufacturer of the computer?
5. When you installed Premiere Elements 13 did you install the program to the default location on the Local Disk C? Is the SSD the C drive?
Depending on the above, an uninstall reinstall may be indicated. Yes, I know that you said that you did a reinstall, but... Please use the following routine for that...
Uninstall the usual Control Panel way
Do a free ccleaner run through (regular and registry cleaner parts)
Reinstall with antivirus and firewalls disabled.
Do not download and install the 13.1 Update until you are assured that there are no problems with 13.
From where did you download Premiere Elements 13? Adobe?
Depending on how the above troubleshooting progresses, we could look at another source of installation files. Are you working with purchased or tryout installation files? Both should be the same.
