For those people who do not have that device, you need to provide DETAILS of the video produced by the device
Premiere Elements 13/13.1 on what computer operating system?
What are the properties of the recordings from the Panasonic HC-VX870K, including file extension?
Is the audio 5.1 channel or 2 channel? Your camera does record 4K video 3840 x 2160. If you are interested in 4K, what is the frame rate, and please confirm the frame size.
Premiere Elements 13/13.1 offers 4K project presets as well as 4K export presets under Publish+Share/Computer/XAVC-S.
If you are recording 4K 3840 x 2160 @ 60 or 50 progressive frames per seconds, please be advised that there are project presets specific for that, but you cannot export 3840 x 2160 @ 60 or 50 progressive frames per second.
Please review, consider, and supply more details.
The specs for this Camera are
I believe that the frame rate can be set to 30 or 60
I have not bought the camera yet but wanted to know if device capture will work with Premier elements 13? I note that the there are 4K presets?
BTW I am running Premiere 13 on Windows 8.1 with 16G of RAM
That camcorder saves its video as H.264 AVCHD and should be perfectly compatible with version 13, whether you're shooting hi-def 1920x1080 or 4K.

I had already checked out the specifications of your camera. Premiere Elements 13/13.1 Windows should be expected to import (Add Media/Files and Folders/ video recorded from your Panasonic camera.
When you talk about "will device capture work", are you referring to connecting the camera to the computer via USB 3.0 and using Premiere Elements 13/13.1's
Add Media/Video from Flip or Camera/Video Importer. It should, but I cannot give you a 100% answer on that since I do not own that camera.
As mentioned before, the project has 4K project presets as well as 4K export presets. Please refer to earlier post in your thread (post 2). If you are not already aware of them, please see full details in the following:

Does the place where you intend to buy the camera offer sample video that you might test in your Premiere Elements 13/13.1 in its computer environment?
Not "Device capture". But Add Media/From Flip or Camera will open the Video Importer, which should interface with your camcorder via USB and allow you to copy your video from your camcorder to your computer.
