Why do video files show the capture date as UTC (in my case off by four hours) yet photos are fine?

When importing from an iPhone (or syncing over Lightroom Mobile), my video files come in with a capture time that is four hours ahead (which happens to be UTC as I am currently on EDT - I doubt this is coincidence).  I do not believe this is a problem with the phone as photos do not exhibit this issue.  As a quick test I took a photo and video back-to-back, then let Lightroom Mobile sync them to my PC; they were four hours apart.

I don't appear to be the first to have this problem; a quick search turned up forum entries such as this:

Is there a way to fix this?  I don't want to manually adjust the capture time of the videos every time I import.
