You can place PDFs into InDesign documents, but having done that you can't do much with them in terms of making changes.
Importing these formats into editable form is not supported by InDesign, so you will need a non-Adobe plugin. I suggest for Step 1: use Google.

file menu, option place, check "show options" if it's a multipage pdf.
If you use PDF file;
First - crate new document in InDesign. Size (width and height) should be same as your PDF file size
Them just go to File menu and choose Place command (CTRL+D), then in dialog window, check Show import options checkbox and choose OK.
In next window choose options for importing page/pages - confirm it and
Just click left top corner on your page to place (import) PDF page into InDesign. You can also drag PDF file on your InDesign page.
If you need with Selection tool (V - black arrow) you can adjust position of imported file.
If you need more pages - use Page panel (F12 or Window > Pages) and add as many pages as you need
Repeat it if you need add more pages
PDF files in this case are threated as images - you cant edit them
