Indesign Lock Files Don't Prevent Opening Read-Only

I have a different problem - lock files do get created when someone opens the files over network. But other users can still open those files as Read Only. This causes a havoc, as no everyone one is watching their tab bar for a file name and when they get to saving the file, they are faced with a message that someone else had it opened and now two people entered changes into the same file causing overwrites or what have you. Did anyone else run into such scenario? All my files are stored on an Isilon server. When they are on a regular share - they are locked correctly and no one else can open them when one person works on them. But from Isilon... they are openable in Read Only but still openable. I can't find option to change that on Isilon. Ideas anyone?
