1080p does not appear to have them... is this a clue?

You should be keeping a progressive frame rate workflow and not detouring to an interlaced frame rate in your export.
If you GoPro is 1920 x 1080 @60 progressive frames per second,
Project preset =
Export setting =
with Presets = MP4 H.264 1920 x 1080p30....then if you want 1080p60, under the Advanced Button/Video Tab of the preset, customize it to
1080p59.94 or 60.

I did not understand that my GoPro was shooting in progressive, and my internet research seemed to lean towards intermittent as the preferred option.
I also didn't know I could save 1080p60.

Just in case note....if you see your video described as 60i, that is not 60 frames per second. What that represents is 60 fields per second which can be looked at as 29.97/30 interlaced frames per second If you see your video described as 60p, that is 59.94/60 progressive frames per second (and not interlaced video).
