Short answer: No.
Bringing Excel into InDesign is essentially a one-way process. There is no way to "link" a cell.
If you turn on InDesign Preferences > File Handling > Create Links When Placing Text and Spreadsheet Files, if you choose Edit Original to make changes in Excel to the linked file, any changes made to the imported spreadsheet in InDesign are thrown away.
Well you can if you use cell range per cell, but its very tedious work
