I've used LR a fair amount and have not run into this problem before.trying to export some images for use in Wordpress (at resolution 1620x720) and regardless of the fact that I've set the "image Sizing" parameters as 1620x720 and "dimension", "pixels" and "300 resolution" it continues to output them at 960x720.
Original file size is 3264x2448 as a JPEG.
Also, I'm using Lightroom 5.7.
Any thoughts on what's keeping me from outputting at my desired size?

You need to first crop the image to an aspect ratio of 1620x720 (or equivalently 9x4), and then when you export with the size settings of 1620x720, you will get what you want.
I see the problem. The original image is 4/3 ratio. You are specifying a Resize ratio of some unknown size. You can't do that so it is taking the last number, 720, and making the long side equal to the ratio of the image. 720 / 3 = 240 take that 240 and times it by 4 and you get 960. You have to Crop your image before exporting or use a ratio that fit the image, the Native ratio of the image. So if you want the long side to be 1620 the short side has to be 1215
