Using place, JPEG doesn't look good

I am helping someone create an invitation that will be used to make a letterpress plate.  They gave me a monogram graphic (JPEG) to use.

If I open the JPEG in Photoshop it looks fine, and looks good when printed.  But when I place it in InDesign, it does not look as good, nor does it look as good when printed.

Is there a reason why this would be so?  Is there anything I can do about it?

I could just create the document in PhotoShop (or Illustrator), but is that advisable?
