can't install anything on Windows 10

I'm trying to install Creative Cloud apps on a new machine running Windows 10. I downloaded the set up application and ran it in administrator mode. I then ran the Creative Cloud application in administrator mode. I get the Creative Cloud window, with a black title bar that has "Creative Cloud" on the left and the options menu on the right (with help, pin, and quit options only). The rest of the window is blank - no sign in or sign out, no apps, nothing at all. Nothing in forums or FAQs seems to apply here.

How do I get Photoshop and other apps installed?

first, close your cc desktop app.

then, rename the opm.db file by:

    navigate to the OOBE folder.

        Windows: [System drive]:\Users\[username]\AppData\Local\Adobe\OOBE

        Mac OS: /User/<username>/Library/Application Support/Adobe/OOBE folder

    and rename the opm.db file to opm_old.db, eg

finally, launch your cc desktop app.

This worked, but with additional steps. For Windows 10, you must go to the task manager and disable the Adobe startup apps, and restart. That unlocks the opm.db file so that it can be renamed. Then the installer will work.
