You slice up the letters, adjust their anchor point, turn them into 3D and animate the rotation of the chunks.

How would i go about slicing up the letters? At the moment all i can seem to get to is individual character rotation, but can't actually seem to break up the letters into he segments that i want.
I would approach your project by first setting the type layer, then enabling per character 3-D, then adding a text animator to animate the proper rotation of each letter for my design, then I would draw a mask on the type layer to break up the letters. The last step would be to duplicate the layer and set the mask on the duplicate copy to subtract and then adjust the animation timing.
I would create the type in Photoshop or, ideally Illustrator, slice them up into layers and save as a Photoshop or Illustrator project (also save a complete single layer text which you can fade onto). That way when you import to AE choosing the option to retain layer sizes the pivot points wil be centered and you can do you want with them. Then towards the end of the animation just fade into the complete solid text. Another option is to create the text in AE and then export it to Photoshop or Illustrator to slice it up.
