I am not aware of an problem installing Photoshop Elements on Windows 10. I installed it on two Windows 10 computers with no problems.
However, it might be worth posting your question to the Photoshop Elements forum rather than the Premiere Elements forum. They may have more specific instructions regarding that program.
You will no doubt get expert advice in the Adobe Photoshop Elements Forum.
But, I would offer the following for you to explore based on my issues with Photoshop Elements 12 install.
Please confirm where your Photoshop Elements 13 installation fails...is it at the point of the Sign In dialog?
If so, then consider renaming the SLCache and SLStore Folders according to the details in the following which was written for 12.
Then let us know if this worked for you and 13 as it did for me in 12.
Are you getting any messages where the words "Shared Technologies" are mentioned?

I think the good translation of my problem is : "Setup is unable to initialize the setup program".
I'm going to follow your advice and post my question on Adobe Photoshop Elements.
