What program are you using (Photoshop Elements or Premiere Elements), what computer operating system, and what feature of that program are you trying to use?
If this question relates to Photoshop Elements, then you have posted in the wrong forum. Some how your thread got posted in the Adobe Premiere Elements Forum (video editing) instead of Adobe Photoshop Elements Forum.

The usual drill
a. Have you refreshed Online Services under Edit Menu/Preferences/Web Sharing?
b. Cleared the Cached Web Content under the default browser's Options/Advanced/Network?
c. Turned off the router for about 35 seconds?
d. Have you switched to another default web browser?
a. What is your Premiere Elements project preset, what are the properties of the Timeline files, what is the duration of the Timeline content for upload, what is the estimated file size and given duration in Publish+Share/Social Web Sites/YouTube.
b. Can you successfully export your Timeline content to a file saved to the computer hard drive and then uploaded to YouTube at the YouTube web site?
For export file, please see Publish+Share/Computer/AVCHD with Presets = one consistent with your source media and project settings?
c. If this upload is over 2.2 GB/15 minutes, do you have an extended time account at YouTube? These extended time accounts obtained from YouTube are not usable in the Premiere Elements built in YouTube feature.
