There are various Adobe Forums (non Premiere Elements Forums) were the U44M11210 update error is also seen.
But, I think that the article referenced above covered just about all the known solutions to date.
Please let me know if uninstall/free ccleaner computer run through/reinstall with antivirus and firewalls disabled would be a consideration for you.
Is there any possible security system installed on your computer besides any antivirus or firewalls?
