What is it that you are trying to update - a program update or a Camera Raw update. That is all you are going to get.
1. There is no Premiere Elements 11 program update as there is for 9, 12, and 13.
2. What version of Camera Raw does your system now have?
Please check out the details for getting the best possible Camera Raw (last one possible for 11)
Now back to getting the 11's Help Menu/Updates to work to get essentially what you might get with the above consideration.
1. Does the problem exist with and without the antivirus and firewalls disabled?
2. Have you read and tried the following? This one has typically been a winner for Help Menu/Updates in many Adobe products including Premiere Elements.

Have tried disabling antivirus but still same error message. “Update server not responding error code xxxx”
Just trying to keep programme up to date that’s all, no specific problem.

Although there is no program update for Premiere Elements 11, the Camera Raw might need updating if you need that feature?
Just a reminder, when you have installed a version of Camera Raw that is supported by your camera and version of Photoshop Elements/Premiere Elements, you can import raw format images and dng images as source media into your Premiere Elements project. But, you need Photoshop Elements to be able to open the Camera Raw dialog for edits of the raw format images et al.

Please check out the following, and let me know if you found the Camera Raw version you currently have installed on your computer....assuming you have Photoshop Elements 11 and Premiere Elements 11.
If you have a raw file image that will not open in to a Camera Raw dialog or you cannot import raw images or dng files into Premiere Elements Editor, then you need to determine
a. that you have a Camera Raw version that supports your camera
b. If the Camera Raw version that you need is supported by the version of Photoshop Elements Premiere Elements that you have
Several versions back, you could download and manually install the Camera Raw plug-in. But, now it is only via Help Menu/Updates of the opened project.
If you have Photoshop Elements, you can easily find the version of Camera Raw that you have...see Photoshop Elements Editor, Help Menu/About Plug-ins/Camera Raw.
Can use camera raw ok version 184.108.40.2064 with canon eos650d.
Have Photoshop elements 11 and premier elements installed.
Read that these could be updated but it appears not.
You should be able to take Photoshop Elements 11 and Premiere Elements 11 to Camera Raw 8.1 by special techniques as described in my blog post which I already mentioned in your thread. You download and manually install Camera Raw 8.1 according to instructions in the blog
