Placing Objects with Actual Sizes in Indesign

I have a hard time understanding why Indesign does not correctly place an object with the right dimensions.

For example, I created a menu in Illustrator with a dimension of 4x8" with no bleed. When I place it into Indesign, it automatically puts a frame of 3.8055"x7.8055". I have to manually adjust the width/height of the frame to 4"x8" ; however, I have to leave the object as 3.8055"x7.8055".

Like I said, I know how to correct it manually but why does Indesign do this? Is there a setting I need to turn on?
