What version of Premiere Elements do you have, and what computer operating system is involved?

What type of noise - video noise or audio noise? Or, both? Please describe the noise.
For video noise reduction, we might look at the 3rd party Neat Video software, for audio noise, we might explore the some of the audio effects that Premiere Elements offers.

Because of the translation, I am not sure of the rest of your message which I am understanding as you have video noise problem and not audio noise problem.
