What version of Premiere Elements and what computer operating system involved?
The MP4 export should be giving you the best file for your upload to YouTube at the YouTube web site.
Consequently, please describe the export choices that you are making to create the MP4 file....if Premiere Elements 11, 12, or 13
and what is in the Presets field? For the selected preset in the Presets field, are you using the default settings or customizing them under the Advanced Button/Video Tab, Audio Tab, Multiplexer Tab?
What is the duration of the file that you are trying to upload to YouTube at the YouTube web site?
My first impression is that your issue targets your accounts at YouTube and Vimeo, and they should be contacted about this matter. But, let us explore the above first.

I am using Adobe Premiere Creative Cloud 2015 and I am using Windows 7 operating system.
The MP4 export has a horrible resolution once it was uploaded. I am exporting it to Publish on Vimeo, Youtube, and my computer. The preset field in MP4 is 3GPP 176x144H.263 or 3GPP 352x288H2.63.Since the MP4 has a bad resolution I am trying to export with Quicktime.
The duration of the videos range from 60 seconds to 4 minutes.

I am not sure which Adobe Forum would be best for your issue - probably Adobe Premiere Pro Forum. Please re-post your thread there to get the best input specific to your issue.
To think about....what are the properties of your source files, and does the feature allow you to customize the export preset to agree with the properties of the source files?
