What computer operating system? And, in what way does Premiere Elements 13/13.1 not support your jpeg 5472 x 3080 - import, edit, export?
Is your computer 32 or 64 bit?
Have the photos been edited to include CMYK color profile?
Please supply more information.
I use a 32bit windows 7 system.
The photos are taken with a new panasonic camera Fz1000( a camera with possibility to shoot 4K ). Premier elements 13, a trial version, failed to import them.
When I reduce the resolution to 2736x1540(half) there was no problem importing them.
With the photos of my older camera resolution 3072x2048 there was no problem. Importing MP4 wasn’t a problem.
Due to this results I think the program cann’t handel high resolution photos.

Thanks for the reply with additional information which is critical to your issue.
Premiere Elements as 32 bit application has a maximum pixel count for the jpeg and blocks its import with pixel count that exceeds that limit. You do not see this with Premiere Elements 64 bit application. Please read details in
As detailed in blog post, Premiere Elements 10, 11, 12/12.1, and 13/13.1 are 64 bit applications when run on Windows 7, 8, 8.1, or 10 16 bit. Install your Premiere Elements 13/13.1 on those operating system and your jpeg import will not get blocked even if the pixel dimensions were 10000 x 7500.
