it could be a misspelling or uppercase/lowercase mismatch between your actionscript and file name.

No, everything is where it should be. I can attach a screen shot if needed. Is there anything in Flash that can cause #includes to not be read?

Keep in mind, I have been using Flash for about 5 years. I am stumped on this one. Can anyone else help?
Wild guess having read the help topic for #include:
"Do not place a semicolon (;) at the end of the line that contains the #include directive."
