As John stated, that Dell will be very sluggish, as equipped. Here are the reasons why:
1) The CPU can only process four threads maximum due to it being a quad-core without hyperthreading. Premiere works better with CPUs that can process eight or more threads (up to 64 threads maximum).
2) That system has only a single disk for absolutely everything. For a desktop PC you need three or more fast internal disks.
3) There is absolutely no CUDA-capable GPU at all in that build. Given the CPU's limitations, add a 2GB GeForce GTX 960 at most to that PC. The GTX 970 is overkill for a PC with such a limited CPU.
4) 8GB total RAM is inadequate for working with much more than standard-definition source material for export to SD or lower-definition output. Go with 16GB of RAM for that system.
