On what computer operating system is your Premiere Elements 13 running? Have you updated 13 to 13.1 yet for the Premiere Elements 13 Editor as well as the Elements Organizer 13? If not, please do so. Please confirm that your audio problem is in the Premiere Elements Editor and not the Elements Organizer.
If you open a new project is the problem there
a. if you open a new project with the same video audio
b. if you open a new project with new video audio
c. if you use the same project but with different source video audio
The answers will be in the details. And, what John is essentially after are the properties of your source media. A quick way of getting at this would be for you to tell us the brand/model/settings of the camera that recorded this video. If that fails, then the video audio properties readout programs would be the next step.

Pixel Aspect Ratio
Is the sound Stereo (2 channel) or Dolby Digital 5.1 channel)? Are you dealing with any Xvid.avi files?
