I don't use custom borders anymore because they are not flexible for long/short pages. I typically use background-images and CSS borders which are flexible. I don't know what your design mock-up looks like but you may need to rethink your concept. Unlike printed pages which are static and unchanging, web pages must be designed to adjust to various screen and text-sizes. It's not possible to do that when your design paints you into a rigid box.
When I put a border. how do you make your background image stop repeating. everytime I make a border larger I have a picture in a div, the imag starts to repeat still.

You may be confusing border and backgrounds; they are entirely different animals.
Ignore the border technique; for your purpose, you need a background image.
To stop the repeat, use CSS
To have the image be responsive, you will need a coding technique like the link I posted previously.
