There is well known and specific Premiere Elements 10 NVIDIA GeForce card issue that has existed for a long time without intervention by Adobe or NVIDIA. The answer has been to roll back the NVIDIA GeForce video card/graphics card driver version to around May 2013. And, at this time, NVIDIA's older drivers are not old enough for many of the current computer operating systems.

Your choices appear to include
a. Determine if you have an May 2013 NVIDIA GeForce driver version on your computer that you can put into action
b. Replace the computer's NVIDIA GeForce video card/graphics card with a non NVIDIA GeForce card
c. Move to another version of Premiere Elements since this particular problem has always presented as specific for version 10.
