What version of Premiere Elements?
How did you install Windows 10? What was your computer operating system before you upgraded to Windows 10? Who did the upgrade, you or the computer shop?
I have installed Windows 10 on two of my computers, each had several versions of Premiere Elements installed and Premiere Elements was same before and after the upgrade to Windows 10.
If you go to Control Panel/Installed Programs, do you still find listings for Adobe Photoshop Elements and Adobe Premiere Elements? Are other programs on your now Windows 10 computer also affected? Does QuickTime player still work, and is it listed in installed programs? Are you still running the computer as administrator?
Had you been having problems with either Photoshop Elements or Premiere Elements before the upgrade to Windows 10?
Let us start here and then decide what next?
I had 8.1 before and I wish I had not changed. My Premiere Elements is still running. I found the Adobe photoshop still in programs and after clicking it will install it says, so I will do this now. Thank you.
I am not encouraging to do so yet, but, when and if you want, you can take your system back to Windows 8.1 from Windows 10. But you can do that only within the 30 days following the Windows 10 install date. See Windows 10 Start button, Settings, Update & Security, Recovery.
You say that you have Premiere Elements. What version? You mention Photoshop. Is that Photoshop or Photoshop Elements?
Did you change any settings after the upgrade or are you using the automatic settings generated by the Windows 10 install?
