What version of Premiere Elements and what computer operating system is involved?
For now I will assume Premiere Elements 13/13.1 on Windows 7, 8, 8.1, or 10 64 bit.
In the Expert workspace
Highlight/select your clip, then go to the Applied Effects Tab/Applied Effects Palette/Motion Panel expanded where you will find the Rotation feature.
In the Rotation area, you can
a. use the Rotation slider or
b. click on the Rotate Left or Rotate Right shortcut buttons.
The quicker way for a routine rotate 90 degrees left or right, would be to right click the clip on the Timeline, and then select
Rotate 90 Left or Rotate 90 Right.

Thank you Bob. I'm investigating the info you past along. Managed to figure some of it and working on adjusting frame so heads aren't cut off now.
I'm using the trial version of Premiere 13 (as I didn't think I'd ever take Video) so I only upgraded my Previous.
