Read the documentation for the template you're using?
Do you mean the Bootstrap e-Comm template inside Dreamweaver?
Bootstrap alone does not contain any server-side scripts. It's merely a front-end/client-side framework. The "Add to cart" buttons are for show. They won't "do" anything until you hook them up with your own shopping cart system like PayPal, etc...

I have made Buy Now buttons in PayPal before. So I guess that is the direction I should go…

PayPal isn't the only option.
Authorize.net is a more robust method than PayPal and is more appropriate for high volumes. It integrates seamlessly with your webiste, but it requires at least an intermediate level of programming skill.
Stripe is another method. It is more complicated to use than PayPal standard but easier than PayPal Pro.
