Installing Flash Player on servers returns error 1722 because customaction NewCustomAction1 did not finish as expected.

On our Citrix servers we uninstall (at shutdown) the old version of the Flash Player from a command file and then we execute a new command file to install the latest version using the MSI Installer from the Adobe Flash Player Distribution website. In short the uninstall and install commands are:

      \\SERVER\appsshare$\FlashPlayer\uninstall_flash_player.exe -uninstall

      \\SERVER\appsshare$\FlashPlayer\uninstall_flash_player.exe -uninstall

      MSIEXEC.exe /qb!- /i \\SERVER\appsshare$\FlashPlayer\install_flash_player_18_active_x.msi TRANSFORMS=\\SERVER\appsshare$\FlashPlayer\install_flash_player_18_active_x.mst ALLUSERS=1 REBOOT=REALLYSUPPRESS

      MSIEXEC.exe /qb!- /i \\SERVER\appsshare$\FlashPlayer\install_flash_player_18_plugin.msi ALLUSERS=1 REBOOT=REALLYSUPPRESS

In the transform we write our mms.cfg and a registry value if the installation is successfull.

For some time now (with several versions of the Flash Player) the installation fails with a error 1603 and the installation is started again the next night. The previous installation installed all the necessary files in 'C:\Windows\SysWOW64\Macromed\Flash'  and 'C:\Windows\System32\Macromed\Flash' and the Flash Player is working. During the installation procedure the "uninstall_flash_player.exe -uninstall" removes all those files and the MSI installer installs the same files again. If we don't uninstall the previous installation but use only the two installation commands the installation is successful.....

After analyzing the MSI installer log files we noticed that the command "InstallAX_??_?_?_???.exe -install -msi" which was executed from the customaction NewCustomAction1 did not finish as expected and returned the error code 1031. In the FlashInstall.log file we can't find any useful information.

How can we determine what is causing the problem with installing the latest Flash Player for the first time?

P.S. The same installation procedure is running fine on our desktops and laptops.
