Have you updated 13 to 13.1 using an opened project's Help Menu/Updates? When you ran into the problem, was the program 13 or 13.1?
Have you looked at the issue with and without the preference "Use Hardware Acceleration (works on Intel HD Graphics 2000 and higher)" disabled?
See Edit Menu/Preferences/General.
Does the problem exist with and without the antivirus and firewalls disabled?
Is your video card/graphics card driver version up to date according to the web site of the manufacturer of the card or the manufacturer of the computer.
Have you checked for pile ups of preview files, confirmed audio files, and conformed video files?
See Edit Menu/Preferences/Scratch Disks Video Previews and Media Cache for location of the first two.
Go to Edit Menu/Preferences/Media for the last and hit Clean Now.
Let us start here and then we can decide what next.
Add On...What type of projects are you doing...burn to DVD-VIDEO on DVD disc, AVCHD on DVD disc, or Blu-ray disc format on Blu-ray disc? What is the estimated size of each of these projects? Does the problem exist if you open a new project?
Video card is nvidia, and up to date. (no new updates since problem started either, worked fine yesterday)
Hardware Acceleration has been both disabled and enabled, same problem
Antivirus disabled same problem
Firewall disabled same problem
dvd to disc, project not more than 4g does not work, just hangs up and crashes
iso creation has same problem, just hangs up and crashes
just cleaned preview files and cache, trying again....
Premiere Elements 13/13.1 on Window 10 assumed 64 bit.
What about the
burn to Folder (4.7 GB) or Folder (8.5 GB)
same problem or does it go to successful completion giving you a saved folder with 2 folders, OpenDVD and VIDEO_TS?
When you did the uninstall/reinstall did you use the free ccleaner (regular and registry cleaner parts) in between the uninstall and reinstall?
Please confirm...have you started a new project with different source media and had the same problems?
Please consider, and then we will plan some troubleshooting strategy.

From what you wrote, I am understanding the the Publish+Share/Disc/DVD disc or Folder(4.7 GB) or Folder (8.5 GB) does not work without crashes.
If the burn to Folder (4.7 GB) or Folder (8.5 GB) does not work, then we cannot point to the disc or the burner exclusively even if the burner is not recognized in the Burner Location field of the burn dialog. Nonetheless, can you use your discs and burner in Windows 10 independent of Premiere Elements? Is the burner continuing to be recognized by the operating system? And, can it be found in the Device Manager as working properly?
However, in any of the troubleshooting tries, has the name of your burner appeared in the Burner Location field of the burn dialog?
Have you tried to create a new user account with administrative privileges and install and try to run Premiere elements from there?
Was your Windows 10 an upgrade (replacement) for Windows 7 64 bit or Window 8.1 or did it come with a new computer?

Burner works just fine with all other software. no conflicts. I do not know it Elements recognises the burner, cause it just hangs up, and then crashes. Windows 10 upgrade from 7 64 bit. But again, I have had no problems until yesterday. I burned 10 other projects. I have checked and recoded the video files. I have cleared cache, uninstalled, reinstalled, and redone whole project from scratch. Same problem. I can burn same video clips in other programs, just not Adobe. So I do not understand the conflict. It must be something in Adobe.

That makes me wonder - do you ever get to see the burn dialog which has the Burn button? In that burn dialog should be a field for Burner Location.
If you get to see the burn dialog, then what is in the field for Burner Location. Empty or the name of your burner?
I need to focus in on where you are and what you have done immediately before the first evidence of hang/crash.
a. You clicked on Publish+Share/Disc
b. You clicked on Publish+Share/Disc/DVD disc
c. You actually initiated a burn and are getting the hand/crash - during Encoding Menus, Encoding Media, Compiling Media, or Disc Burning
I click on Publish + Share/disc/dvd and it hangs. I do not get to the part where you see the burner. It hangs immediately when I click on Publish. i noticed in task manager Adobe dvd burn comes up and then disappears.

If you take that same Timeline content and export it with Publish+Share/Computer/MPEG2 with Presets = NTSC or PAL DVD Standard or NTSC or PAL DVD Widescreen , is the export successful?
Also, please go to Edit Menu/Preferences/General, and remove the check mark (if there is one) next to the preference for "Show all do not show again messages."

This has revealed itself to be not a generalized recognizing the dvd burner since you cannot export as well, be it videos or jpegs.
So, we need to rethink our strategy.
General...triple check that your video card/graphics card is up to date according to the web site of the manufacturer of the card...confirm that you are not on a school or company network control by advanced security software...did you install any plug-ins around the time the problem set in?
1. Uninstall Premiere Elements 13/13.1 and QuickTime.
2. Important: do a free ccleaner run through (regular and registry cleaner parts) to get rid of leftovers from incomplete Adobe and non Adobe uninstalls/reinstalls
3. Reinstall QuickTIme 7 latest version Apple - QuickTime - Download
4. With antivirus and firewalls disabled, reinstall Premiere Elements using the appropriate installation files from the following link
insert your purchased serial number in these installation files when requested.
Do not download and install the 13.1 Update until you know that 13 works in every way.
