Do you have any version of Premiere Elements at the present time? What computer operating is involved?
Generalizing for now, keyframing of various properties/effects can be done
a. Keyframing using Toggle Animation
c. Pan and Zoom Tool
d. Audio Mixer

I have yet to try animated handwriting effect in Premiere Elements. But, I would probably start by considering the principles that went into an earlier work of mine. Please refer to
and details involved in section "Circles for Highlighting Moving Object - Phase 2".
A more conventional approach might be to create the text in the program's Titler using a handwriting font. And, then apply a Titler text animation where the letter come in/fade in "by character".
Often you see the suggestion to create the animation in another program and then import that animation into the Premiere Elements project. But, that is not what you are asking.

From what you wrote, I thought that your prime interest is in animation to create a handwriting effect.
But there is far more you can do in the way of animation in Premiere Elements. Some examples of this can be seen in my work on "perspective"
