What model of camcorder is your original footage coming from and what format and resolution is it?
What are your Project Properties, as listed under the program's Edit menu?
Which Publish & Share settings are you using to create the file for your TV?
Can you post an example of the flicker you're seeing to YouTube so we can see it? Or can you be more specific in describing what you're seeing? Is what you're seeing an actual flicker or more of a stutter? Again, if we could see what you're seeing, it would be much easier to diagnose.

Problem not a stutter, definite flicker. Using flicker removal within field options removes problem when viewing clip on PC
but still there when played back via DVD player onto TV

Your camera is ntsc (60p) and you are editing and sharing in PAL (25), hence the flickering.
You need to make your project the same as your footage.
You will have to start over as you cannot change project settings.
