    Help creating digital noise effect

Hello All, thanks so much in advance for looking at my post.

I'm a graphic designer with some After Effects experience, but work primarily with Photoshop/Illustrator/InDesign. I want to create a series of graphics that have been 'glitched' and there is a very specific type of glitch look I'm after.

If you take a look at this video you can see the type of effect I want.

My idea is that I'd like to make a glitch animation in After Effects. I would then use that as a filter for videos and/or still graphics in order to give them a randomized glitch look. Unfortunately, I'm not really sure where to start. I've been able to find some digital glitch plug-ins for After Effects, but none of them are quite the same look that I'm going for. And I can create a still glitch image with the look that I'm after, but it wouldn't have the motion or randomness that I want.

Does anyone have any ideas on how to get this effect?

      Best,

      Matt
