I have never found a size option for the Line Tool in the Shape.
This is a devious way.
In the Titler/Shape Section and Line Tool, draw your line.
Then apply the Style named Tekton Black 90 to the line.
With the line selected, go to the Shapes section, click on Color to open the Color Palette and
a. Click on the box to the right of the Fill box
b. Set Color to Black
c. Gradient = Solid
d. Adjust the Stroke Weight
e. Although it is not shown in the screenshot, I would probably remove the check mark next to Drop Shadow.
use the Stoke Weight to widen or decrease the width of the line.
You could also explore creating the line in Photoshop Elements, saving it as png or psd, and then importing that file in Premiere Elements with Premiere Elements' Add Media/Files and Folders.

This works well -- thanks. It's a bit cumbersome but gets the job done, and is easier than creating it in Photoshop and importing, etc.

I may have a better idea for you for your adjustable line.
Do not use the Line Tool in the Shape section of the Titler. Instead use the Rectangle Tool in the Shape section of the Titler.
You can draw an adjustable line with that instead of the intended rectangle.
