Something is awry in Windows or the AE install. I'd recommend removing all traces of Creative Cloud (uninstall the apps and run the CC Cleaner tool from Adobe). Then make sure you've got everything updated in your OS, then reinstall the CC stuff.

Don't use Windows 10. Go back to an older operating system. Windows 7 with Service Pack 1 will do very nicely.

All the tips and tricks that you suggested did not work.
I tried to uninstall the creative cloud with the cleaner, try to clean the registry and all
other stuff that I know.
Microsoft like Microsoft can't do something that is working perfect.
So annoying that it like that and you don't have any solution beside go back to the older operation system.
